"思匯政策研究所意識到,氣候變化是一個涉及多個領域的課題,對香港以至整個珠江三角洲都會帶來重大影響,因此較早前把它納入我們的研究範圍。過去一年,我們有機會跟全球多位頂尖科學家討論氣候變化問題,從而加強了我們原有的信念:這個挑戰不但急切,而且規模史無前例,對我們所有人都會造成影響。我們身處的地方,是中國最富裕的區域。隨著物質日益富裕,我們對生態造成的衝擊 — 尤其是溫室氣體的排放 — 增加得愈來愈快。我們特別有責任致力找出有效的減排措施,以延緩這個過程;也急切需要找出方法,調適氣候變化已帶來的影響。


這份報告是我們首次把相關資料彙集成文,旨在概述氣候變化如何影響香港、澳門及珠三角。我們的主要建議是,必進行更多的區域性研究。與此同時,我們注意到新近發表的《斯特恩回顧:從經濟角度看氣候變化》。這項由英國政府委託斯特恩進行的關於全球暖化的研究,評估了氣候變化對全球經濟的影響。我們認同報告中提出採取行動處理氣候變化問題的迫切性。因此,這份報告同時是一份撥款建議書。思匯政策研究所正在籌募更多經費,以集中研究本文所提出的重點問題。"

From Christine Loh's Preface:

"We at Civic Exchange added climate change to our research agenda some time ago, recognising that it is a cross-cutting issue that will have substantial impact, not only on Hong Kong but on the entire Pearl River Delta. Over the past year we have had the
opportunity to discuss climate change issues with some of the world’s leading scientific experts on the topic. What we have learnt reinforces our conviction that this is an urgent challenge on an unprecedented scale, and one that will impact on all of us. Our
region is the wealthiest part of China. Along with growing material wealth, our ecological footprint – and particularly our greenhouse gas emissions – have increased exponentially. We have a special responsibility to contribute to finding effective mitigation measures that can help to slow the process; as well as a pressing need to find ways to adapt to those effects of climate change that cannot be forestalled.


This paper represents our first attempt to pull together the relevant materials, with the aim of providing a broad-brush view of how climate change may affect Hong Kong, Macao and the Pearl River Delta. Our key recommendation is that more region-specific research must be done. We have also taken note of the recently published Stern Review, which was commissioned by the United Kingdom government, to assess the economics of climate change. We note the report calls for urgent action. In this respect, this report therefore doubles as a funding proposal. Civic Exchange is seeking further funds to allow us to sharpen our focus on the issues highlighted here."

This report assesses the foreseeable impact of climate change on the infrastucture, ecology, economy, industry and human health of Hong Kong and its environs.  It closes with a discussion of the region's options for dealing with these challenges.
